Daniel R.Sullivan, B.S., M.P.A.
Mr. Sullivan served twenty-five years with the Los Angeles Police Department, retiring as a Deputy Chief, responsible for all police operations in an area of 1.3 million population and 222 square miles. He was the Program Manager for the Development of the City of Los Angeles Emergency Command Control Communication System and involved in the security planning for the 1984 Olympic Games. He is the author of two books on the subject of criminal investigation and is a nationally recognized expert on law enforcement and security issues. Mr. Sullivan has testified in Superior and Federal courts as an expert on law enforcement and facility security issues on over one hundred occasions. Mr. Sullivan is a member of a worldwide response team for kidnap for ransom and extortion cases covered by a Lloyds of London syndicate.

George Franco
Mr. Franco served Bank of America for ten years as Assistant Vice president responsible for the BankCard Risk Management Division. In this capacity, Mr. Franco was responsible for Due Diligence investigation of all prospective VISA/Mastercard merchants and for the investigation of all credit card fraud cases involving VISA/Mastercard merchants. Mr Franco was a member of both the VISA and Mastercard steering committees, which governed all rules/bylaws for credit card transactions

Prior to joining Investigative Services Corporation, Mr. Franco served for two years as west coast director of an international investigation firm specializing in intellectual property and copyright infringement violations. Mr. Franco has successfully investigated cases for Rolex, Walt Disney, Gucci, Louis Vuitton, Chanel, and Warner Bros.

Since joining ISC, Mr Franco has successfully conducted numerous investigations for high profile and celebrity clients. Mr. Franco is an expert in covert investigation, is fluent in Spanish and has testified as an expert in court on numerous occasions

Ronald T. Williams, B.A.
Mr. Williams retired from the United States Secret Service after twenty two years of distinguished service. His responsibilities included assignment to the Presidential Protective Division. As Assistant Director of the Los Angeles Office of the Secret Service, he was responsible for security advance and protection of several U.S. Presidents and foreign heads of state. Mr. Williams is a recognized expert in the field of executive protection and facilities security.

Sean McWeeney, B.S., M.B.A.
Mr. McWeeney retired from the Federal Bureau of Investigation at the rank of Inspector in Charge after twenty four years of distinguished service. His responsibilities included command of the Organized Crime Section of the F.B.I. and command of the F.B.I. attaches at embassies and consulates throughout the world. Mr. McWeeney is a graduate of DePaul University, (B.S.), and the University of Rhode Island (M.B.A.). Mr. McWeeney represents I.S.C. in Washington, D.C.

James D. Jones, B.S., M.S.
Mr. Jones recently retired from the Los Angeles Police Department at the rank of Commander after thirty one years of distinguished service. He is a law enforcement consultant, specializing in communications, facilities and security needs. During his tenure with the LAPD, he oversaw all dignitary protection plans and consulate facility security plans. He also managed many other security projects. During the 1994 Olympic Games, Mr. Jones served as nighttime commander of the police personnel assigned to provide security. He is currently a consultant responsible for directing security for the 1996 Olympic Games and for developing security plans and command and control training curriculum for use by the Department of Defense.

Mr. Jones holds a B.S. degree in Police Science and a Masters of Public Administration degree from Pepperdine University. He is also a graduate of the University of Southern California Managerial Policy Institute and the Police Chief Executive Leadership Program, California POST Command College.

Maurice Pearson, B.S., (C.F.E.)
Mr. Pearson served for twelve years as a Special Agent of the F.B.I. He is an expert in financial fraud investigation and has participated in numerous high profile cases involving failed savings and loan institutions. Mr. Pearson, a Certified Fraud Examiner, holds a B.S. in Accounting and has testified as an expert in State and Federal courts as an expert in white collar crime issues. Mr. Pearson was responsible for anti-smuggling security at all ports in the Republic of Vietnam while serving as a Special Agent, Criminal Investigation Division, U.S. Army. Mr. Pearson has received six personal commendations for his achievements in highly publicized cases during his tenure with the F.B.I.

James K. Allen, B.S., M.S.
After twenty-five years of distinguished service with the Los Angeles Police Department, Mr. Allen retired as Commanding Officer of the Detective Services Group with citywide jurisdiction over all highly sensitive and complex investigations. During his tenure with the LAPD, Mr. Allen 's responsibilities included line command over the LAPD Automation and Communications Group, responsible for all automated information and radio communications systems, in the LAPD.

He holds a Bachelor of Science degree in Public Management and a Masters degree in Communications from Pepperdine University. After leaving the LAPD, Mr. Allen fulfilled a contract as Chief of Police of the City of Los Angeles Housing Authority and has served as a consultant on many projects including an audit of facility and procedures security of the California State Lottery.

Allen K. Tolen, B.A., M.B.A.
Allen Tolen retired from the F.B.I. at the rank of Special Agent in Charge, after twenty nine years of distinguished service. His responsibilities included directing La Cosa Nostra, Drug Cartel, and Money Laundering Investigations. Mr. Tolen served as Assistant Special Agent in Charge of the Philadelphia and Chicago offices and as Inspector at F.B.I. Headquarters. Mr. Tolen graduated from the University of Texas, El Paso and played professional basketball prior to entering the F.B.I.

Joseph A. Gunn, B.A.
Mr. Gunn served twenty years with the Los Angeles Police Department, retiring at the rank of Commander, responsible for all Detective operations in the Western part of Los Angeles, including Hollywood, and LAX. Mr. Gunn is a recognized expert in managing sensitive and complex projects involving high profile personalities in the entertainment industry and issues involving state and local political figures.

Marvin G. Engquist, B.S., M.S.
Mr. Engquist retired after twenty five years of distinguished service as a Senior Detective Supervisor, Major Crimes Unit, Los Angeles Police Department. In this capacity, he was responsible for the supervision of numerous high profile Homicide investigations in the City of Los Angeles.

Mr. Engquist is a graduate of the F.B.I. National Academy. He has testified as an expert witness in Federal, State and County courts, and is recognized internationally as an expert in Major Case Death Investigation. He is a published author on the subjects of criminal evidence and constitutional issues dealing with police/media relations.

Andrew J. Mathes, B.S., M.B.A.
Mr. Mathes retired in 1986 as a Captain after twenty years of service with the Los Angeles Police Department. Upon retirement, Mr. Mathes was Commanding Officer of the Detective Support Division, with responsibility citywide for specialized detective investigations involving gangs, foreign prosecution, fugitives and surveillance of career criminals. Mr. Mathes holds both Bachelors and Masters degrees (Cum Laude) from Pepperdine University. He is also a graduate of the F.B.I. National Academy. He has served as an Investigative Consultant to major film studios and has performed numerous complex investigations as a Private Investigator.

Michael J. Stanczyk
Mr. Stanczyk has over twenty five years of police experience, serving with the Detroit and Dearborn, Michigan Police Departments. Mr. Stanczyk was a member of the Michigan Intelligence Network Team, Special Operations Surveillance Section and the Armed Robbery Unit. He retired after serving the last seven years with the Homicide Bureau. Mr. Stanczyk is a licensed fixed wing pilot and is an expert in the field of video surveillance.
